18098: Freshwaters: Challenge for Research and Innovation

This introduction sets out the activities undertaken over
the last two years by the European Commission (EC) in defining priority
orientations for European Union (EU) collaborative initiatives with respect
to research and innovation in the area of freshwater management and use.
Wide-ranging consultations and background analyses have
been carried out in the context of the Task Force "Environment-Water" set
up in 1996 - see point 1. The most significant outcome of this work has
been the drafting of an Action Plan which is summarised in the next, core
part of this document.
The Task Force activity, and in particular its Action
Plan, contributed substantially to the identification of priority RTD and
demonstration subjects for the Key Action on Sustainable Management and
Quality of Water in the forthcoming (1998-2002) 5th Framework Programme
for Community research, technological development and demonstration activities
(FP5) - see point 2.

ECDPM - European
Centre for Development Policy Management
ECDPM aims to improve international cooperation between
Europe and countries in Africa, the Caribbean, and the Pacific (ACP). It
does this through capacity building for policy management, the promotion
of policy dialogue between ACP countries and Europe, and the provision
of information and facilities for knowledge exchange.
The Centre's activities are grouped in three programmes:

IISD - International Institute for Sustainable
Development

The International Institute for Sustainable Development meets
the challenge of sustainable development by advancing policy recommendations
on international trade and investment, economic instruments, climate change,
measurement and indicators, and natural resource management to make development
sustainable. By using Internet communications, it covers and reports on
international negotiations and brokers knowledge gained through collaborative
projects with global partners, resulting in more rigorous research, capacity
building in developing countries and a better dialogue between North and
South. Since its incorporation in 1990, IISD has worked to help decision-makers
understand the principles of sustainable development and how to put them
into practice. IISD has also sought to assist special populations to formulate
and to act upon their own understandings of sustainable development. Women,
youth and indigenous peoples all have significant perspectives and specialized
knowledge to contribute to sustainable development.

Council for Local Environmental Initiatives
The International Council for Local Environmental Initiatives
(ICLEI) is an association of local governments dedicated to the prevention
and solution of local, regional, and global environmental problems through
local action. Over 300 cities, towns, counties, and their associations
from around the world are Members of the Council. ICLEI was launched in
1990 as the international environmental agency for local governments under
the sponsorship of the United Nations Environment Programme, the International
Union of Local Authorities (IULA), and the Center for Innovative Diplomacy.
ICLEI maintains a formal association with IULA and has official consultative
status with the United Nations through which it advocates the interests
of local government before international bodies.

The website of this nonprofit consulting organization
which focuses on creating sustainable buildings, communities and national
parks includes access to hundreds of other websites related to sustainability.
GEO identifies interdisciplinary connections which frequently reveal multiple
solutions to systemic problems for issues including indoor air quality/building
ecology, materials, energy efficiency, waste management, water management,
recycling, pollution prevention, economic and community development, resource
preservation, land use, and transportation. GEO promotes practices that
preserve natural habitat, reduce energy and resource consumption, minimize
greenhouse and consumption, minimize greenhouse and other gases that contribute
to climate change, and reduce additional impacts such as land and water
pollution associated with traditional building and planning practices.
GEF - Global Environmental
Facility
The Global Environment Facility was established to forge
international cooperation and finance actions to address four critical
threats to the global environment: biodiversity loss, climate change, degradation
of international waters, and ozone depletion. Related work to stem
the pervasive problem of land degradation is also eligible for GEF funding.
Launched in 1991 as an experimental facility, GEF was restructured after
the Earth Summit in Rio de Janeiro to serve the environmental interests
of people in all parts of the world.

OECD: Organization for

The OECD groups 29 member countries in an organisation
that, most importantly, provides governments a setting in which to discuss,
develop and perfect economic and social policy. They compare experiences,
seek answers to common problems and work to co-ordinate domestic and international
policies that increasingly in today's globalised world must form a web
of even practice across nations. Their exchanges may lead to agreements
to act in a formal way - for example, by establishing legally-binding codes
for free flow of capital and services, agreements to crack down on bribery
or to end subsidies for shipbuilding. But more often, their
discussion makes for better informed work within their
own governments on the spectrum of public policy and clarifies the impact

Development
In 1992, more than 100 heads of state met in Rio de Janeiro,
Brazil for the United Nations Conference on Environment and Development
(UNCED). The Earth Summit was convened to address urgent problems of environmental
protection and socio-economic development. The assembled leaders signed
the Framework Convention on Climate Change and the Convention on Biological
Diversity; endorsed the Rio Declaration and the Forest Principles; and
adopted Agenda 21, a 300-page plan for achieving sustainable development
in the 21st century. The Commission on Sustainable Development (CSD) was
created in December 1992 to ensure effective follow-up of UNCED; to monitor
and report on implementation of the Earth Summit agreements at the local,
national, regional and international levels. The CSD is a functional commission
of the UN Economic and Social Council (ECOSOC), with 53 members.

The Department of Economic and Social Affairs was created
as the result of the consolidation of the Department for Policy Coordination
and Sustainable Development, the Department for Economic and Social Information
and Policy Analysis and the Department for Development Support and Management
Services.
The main objective of the Department's programme is to
promote broad-based and sustainable development through a multidimensional
and integrated approach to economic, social, environmental, population
and gender related aspects of development. The overall policy framework
for the programme is based primarily on the programmes and platforms of
action adopted by the United Nations Conference on Environment and Development
and the Earth Summit + 5, the Global Conference on Small Island Developing
Countries, the International Conference on Population and Development,

IFAD, a specialized agency of the United Nations, was established
in 1977 as an international financial institution as one of the major outcomes
of the 1974 World Food Conference. Unlike other international financial
institutions, which have a broad range of objectives, the Fund has a very
specific mandate: to combat rural hunger and poverty in developing countries.
In fulfilling its mandate, IFAD’s main objective is to provide direct funding
and mobilize additional resources for programmes specifically designed
to promote the economic advancement of the rural poor, mainly by improving
the productivity of on and off-farm activities.

Convention on Wetlands - Gland, Switzerland
The Convention on Wetlands, signed in Ramsar, Iran, in
1971, is an intergovernmental treaty which provides the framework for national
action and international cooperation for the conservation and wise use
of wetlands and their resources. There are presently 123 Contracting Parties
to the Convention, with 1038 wetland sites, totalling 78.2 million hectares,
designated for inclusion in the Ramsar List of Wetlands of International
Importance.

The Convention is thus the first global, comprehensive
agreement to address all aspects of biological diversity: genetic resources,
species, and ecosystems. It recognizes - for the first time - that the
conservation of biological diversity is "a common concern of humankind"
and an integral part of the development process. To achieve its objectives,
the Convention - in accordance with the spirit of the Rio Declaration on
Environment and Development - promotes a renewed partnership among countries.
Its provisions on scientific and technical cooperation, access to genetic
resources, and the transfer of environmentally sound technologies form
the foundations of this partnership.
