Advanced Specialised Course in 

Sustainable Development of Coastal Communities

It is a new high-level specialised Training Programme which CIHEAM BARI is launching, in collaboration with the FAO within the context of the Blue Hope Initiative, and funded by the Italian Cooperation.

FAO conceived the initiative called Blue Hope, launched in 2013, with the aim to develop sustainable fisheries, aquaculture and related aquatic sectors for maximizing social and economic benefits and minimizing environmental degradation, threats and stressors. In the Mediterranean area, in the sub-Saharan Africa and in the Indian sub-continent these factors are particularly serious, exacerbated by poverty, lack of alternative livelihoods and political instability.


In this framework, CIHEAM Bari new course aims to strengthen stakeholders’ capacities and develop and implement integrated management policies, strategies and tools, focusing especially on stakeholders’ empowerment, offering a comprehensive view of the Blue Economy explored through a cross-sectoral approach.

Fishery, aquaculture and sustainable coastal development will be the major areas developed in the course, focusing in particular on management, technical and legal aspects and taking into account administrative issues.

Learning outcomes

By the end of the course participants will:

  • Be able to identify strengths and limitations of sustainable development of their own coastal territories and promote development initiatives under an integrated approach including different sectors such as fisheries, aquaculture and coastal and maritime development tourism.
  • Have acquired knowledge about the international and regional legislative issues related to the fisheries management, aquaculture development and sustainable coastal and maritime tourism for contributing to improve the legislative frameworks in their own countries.
  • Be familiar with the relevant methodologies for the understanding of ecological models, the assessment of marine resources status and the identification of fisheries and aquaculture management measures.
  • Have developed their knowledge of the main innovations and management models for improving the seafood value chain, managing the environmental threats and increasing the competitiveness of the fisheries, aquaculture and coastal and maritime tourism sectors.

Course structure

The course will be organized in weekly units for a total duration of 10 weeks. Classes will include frontal lectures and interactive activities integrated with technical trips and discussion sessions with private stakeholders.

The training approach is oriented to promote an integrated and smart development vision of the coastal area, transferring both technical and practical knowledge (i.e. through lectures and best practices) for planning and implementing the best and sustainable interaction among all coastal development drivers

The first part of the course will be held at CIHEAM BARI institute. After two weeks participants will transfer to Tricase Porto (Le), at the MARE outpost, where the activities will be carried on.

Beneficiaries & Admission Procedures

The course is addressed to 15 officials from the Ministries of Agriculture and Fishery, of the following countries:

  • Mediterranean region: Morocco, Algeria, Tunisia, Libya, Egypt, Lebanon, Palestine, Turkey, Albania,
  • Other ACP and IORA countries: Mauritania, Kenya, Mozambique, Eritrea

This course is designed to assist representatives from government and related authorities, who are directly involved in the planning of coastal uses:

  • Policy-makers or advisors
  • National fisheries administration officials
  • Mid-level managers, technical staff, field personnel who are involved in the management, analysis, and reporting of marine spatial planning procedures.
  • Planners, policy formulators and programme managers who are involved in marine spatial planning

They will be nominated by the competent Ministries in which they are employed, who will authorize the pre-selected candidates to apply for this course through the online procedure of the CIHEAM BARI website.  After the selection made by CIHEAM BARI staff, through the evaluation of files and a personal interview (call conference), 1 or 2 participants per country will be chosen. The 15 final participants will benefit of full scholarships covering all course expenses (travel, board and lodging, insurance, pocket money).

Language Requirement

Participants must have a good working knowledge of English.
